This thesis will contribute to the emerging research agenda on how local governments react to and tackle the complex challenges that emerge in the era of climate change. This is exemplified by studying local governance systems in the field of urban transport in Norwegian medium-sized cities: How do local governments respond to complex challenges in the era of climate change? In my project i will study three dimensions of this topic:
1. How does central government activity shape governance processes at the local level when designing urban transport policies?
2. How is climate leadership performed in different medium-sized city contexts, and which factors enable or impede this type of leadership?
3. How do organisational factors shape governance processes in medium-sized cities across time and space?
The PhD-project is financed by the Norwegian Research Council and is a part of a research project called 'Sustainable and just transport policies in Norwegian medium-sized cities' (SUSTAIN).
