Harbos forskningsinteresser spenner fra EU/EØS-/internasjonal integrasjon/rett, inklusive menneskerettigheter, til norsk forvaltnings- og forfatningsrett. 

Han er faglærer for NIRI-faget (Norske og internasjonale rettslige institusjoner) som undervises på tredjeåret av bachelorstudiet i rettsvitenskap.
